No, they are not correct. My guess is they misunderstood your question. I've worked on ASP projects connecting to 8i, 9i and 10g and they are fine. You need to do the following:
- Load the Oracle client software on the IIS server.
- Perform the networking config on the client. Your DB guys can help with this or you can take a look at this:

- Create a DSN on the IIS server which points to the database server.
- Start using the connection.
