There is nothing more I can say than what is said in the error message. You have a missing log file. You can't expect to mine a log for information to back out a transaction if the log file is not present. :)
Repeat the process for a transaction which you still have the logs for.

Yes, DDL is now available for Flashback Data Archive, but it's an 11gR2 new feature. The article was written when 11gR1 was released.
