The changes to /etc/sysctl.conf should go into a seperate file in /etc/sysctl.d like 75-oracle.conf, same applies to /etc/security/limits.conf, there is also a seperate directory /etc/security/limits.d

Yes. You are correct. I'm in bad habits, which I partially blame on the preinstall package for OL7, which still adds setting to the /etc/sysctl.conf, but it does do limits.d stuff properly. I've amended the article. Thanks for the heads-up.
