I'm using DataDog to monitor. Its agent can have only 1 login. I created a common user that logs into the CDB. It needs to read from PDB and CDB. When reading v$session from CDB, I needed a way to see all local user sessions. This alter saved me!
ALTER USER c##DATADOG SET CONTAINER_DATA=ALL CONTAINER=CURRENT;
