In case of APEX, the exception block should be something like
EXCEPTION
WHEN apex_application.e_stop_apex_engine THEN RAISE;
WHEN OTHERS THEN
HTP.p('Whoops');
END;
/
Otherwise web server adds some data to the output stream and some http headers will be lost/substituted.
