I have reproduced your steps in my Always Free account till here, but now I get:

Have created a policy on root compartment:

allow any-user to manage all-resources in tenancy

The error remains.

Cannot create a policy on compartment obcomp2, as it is not listed in policy creation wizard.

A paid Oracle Cloud Infrastructure account.
Has you tested this in Always free or in your ACE account?

Hi.

I just ran it on my free tier account and it worked fine. This account was a standard free tier sign-up. It never had any additional credit beyond the $300 for 30 days, or whatever it was. It no longer has any of those free credits, and it just a normal free tier account.

I would check all your provider details. OCIDs, key, fingerprint and region. In my experience, NotAuthorizedOrNotFound comes from incorrect parameters. I've seen it when I've used an incorrect compartment for example.

I've had my free tier account for quite some time. It's possible they've altered something in newer accounts, but this seems to work fine on both my accounts.

Hi!

I have double ckecked the compartment OCID.
All other parameters are copied from creation of this compartment, as decribed in your blog,
The creation of the compartment was successful before with this parameters.
Do you have any remarkable policies in Identity -> Policies?
