The 12c syntax is already included in the article. Also, you should attempt to grant the least privileges possible. "connect" provides access via many packages. Maybe overkill.

As with the other web service articles, they access a web service running from my website. Since the move of the website, this web service has not been working the same. I believe I've fixed it now, so the sample code should work fine.

In the REST section you a comment "Display the whole SOAP document returned."
Not sure where I got that SOAP header from. :) I've corrected the typo in the comment.

I've troubles using APEX_WEB_SERVICE.parse_xml (Autonomous 21c). The XML Response returned from the SOAP Webservices seems to have nested Namespaces hence the value returned fromt APEX_WEB_SERVICE.parse_xml is always empty.
I've tried a lot of combinations with the parameter with no luck. Appreciate any hints.
