No. It works fine for me. You can try it using this Vagrant build here.

Actually, on Oracle Linux all you have to do is:
yum -y localinstall oracle-database-xe-18c-1.0-1.x86_64.rpm
The preinstall RPM will be pulled automatically, no need to install it as an extra step.
Of course, one still can for whatever reasons.
I think you also have a typo in the first command:
"yum install -y install oracle-database-preinstall-18c"
No need for having "install" twice.
