I've added a section at the bottom of the article. You can just use SQL*Plus or SQLcl.

Appreciate for article. Well, Liquibase approache here looks not so clear... I had a hope that there is something simple like APEX_APPLICATION.IMPORT_APPLICATION (sql file in dump directory)

Hi!
On one DB oracle.apex.APEXExport -applicationid 101 returns ??? as file name instead of f101.sql
Would You share Youe ideas? Should i dig of client or DB NLS settings? I'm really in stuck,,,

Hi.

1) Raise a support call.
2) Make sure you are using APEXExport from the same version of Oracle.
3) Download the latest ojdbc8.jar.
4) Compare using Java from a separate installation and the ORACLE_HOME to look for differences.
5) Try setting the NLS_LANG. See here. https://www.oracle.com/uk/database/technologies/faq-nls-lang.html
